I'm growing this single under 275 watts cfl. Being it's sativa dominant will I be able to top it. Have any one ever grown this strain.

275w CFL = 65w CFL, you read the wrong watt spec. 275w incandescent equivalent, 65w actual.
It doesn't look like a light related issue though. I'm guessing something is wrong in the soil, but you need to give more info. That is not growing as well or as fast as it should.

Soil fox farm ocean forrest. The plant is taller I have it tied down from main stem to control the height.

I've not grown that perticular strain, but I have grown multiple sativa dominant strains and have a pure sativa going now, African Buzz. I have never had an issue with topping/FIMing. The results have always been along the lines I had intended. The African Buzz has made a field of colas, I'm quite happy with the results so far, though I have some concern it may get too tall.

Height is also my concern. Trying to keep under 3ft due to minimal grow space
