No no, I've heard of using urine. Isn't there a concern with the contaminants in the urine used? Your idea sounds interesting. What sort of community do you live in?
Check the one where pumpkins is used - they test for various bacterias. As a matter of fact, urine (of a healthy person) is STERILE, you can even drink it directly - it's called urotherapy. My only concern about the community toilet is antibiotics; people are just full of them nowadays, and they can wreck any perma-system in no time. Also, there is the salinity problem: too much urine increase the salinity- you have to use plants able to deal with increasing salt levels.

I don't live in a community; we have a permaculture cummunity garden in our city. But I don't want to expand on it here - let's keep focused on the topic. Maybe, if OP is interested, I can post more about urine fertilization. After all, if you find some complementary potassium source, it's a pretty cost effective way to grow stuff...
