Curled blue tips on new plants, what's wrong?

The lights are about 6-8" from the plants, and there's a link in my 1st post to the bulbs I used. The organic garden soil I'm using says it contains 0.04% Nitrogen, 0.06% Phosphate, and 0.04% Potash. The perlite I'm using is a Miracle-Gro brand and it says it's enriched with Miracle-Gro Plant Food. I know that brand is generally frowned upon by some, but I figured that so long as the soil wasn't Miracle-Gro as well, that just the perlite would be OK. The perlite has 0.07% of the same 3 ingredients, plus 0.49% fertilizer. I'll make sure I start watering with distilled water...

I switched to distilled water and gave the plants a drink today, but they are all looking a bit more yellow... :(

Those are done, start over.

Alternative:

Those are severely damage but salvageable with alot of time and effort. They will be stunted and will have a hard time producing quality smoke for the effort you'd be willing to put in.

Did you say pH neutral water?
Try feeding them water at 6.0 and see if that makes a diff.
Or better yet, do a "slurry" test of your soil (assuming you have a pH pen). Maybe the soil pH is out of whack?

Get seed starting soil and some oceans forest potting soil and don,t add anything for a month.
