Cragg Railcharger

I recently acquired an old cragg railcharger , it's a battery charger with 10-22 volt output at 15 amps.
My question would this make a power supply for a diy LED panel?
Can't find much info on it since the rail industry has moved on to new tech.Here's a link

This one wasn't really according to plan but n8t seeing too bad results so far, looking to supplement a little in some areas.
Theres a picture over in the dwc section somewhere. The veg a tent is doing ok too.
