Cover crop over Clay balls, need some advice!

Hi guys!
I'm now setting up a new outdoor grow in Organics (Autoflowers, a bit late but in my country it's still good)..
I was looking for an advice about covering the soil to avoid pests and water evaporation..

I got 40 liters air pots with 50/50 coco perlite in em, covered the TOP layer with Clay balls (as well as the bottom).

Here are the questions i needed advice for:

I was thinking to also plant some cover crop, do they grow well even through that 1 inch of clay pebbles?

I've mixed some GreenHouse Bio Grow in it, but later on i'll need to do some top dressing.
How should i do it? Without moving, mixing or digging the ground?

If I dont wanna mess up the top layer of pebbles and cover crop, can I just drop the powder on it and then water? (Probably gon add worms also)
