Dear Mr. **********:

Thank you for contacting me to express your support for industrial hemp farming in the United States. I appreciate hearing from you.

As you know, the plant species Cannabis sativa, otherwise known as hemp, is a source of fiber and oilseed used to produce a wide variety of products for consumer and industrial use in more than 30 industrial nations. Despite the original restrictions on marijuana possession enacted in 1937, industrial hemp had been previously allowed because it was thought to be harmless. However, due to discoveries of the narcotic properties of some varieties, commonly called marijuana, in 1970 the Controlled Substances Act outlawed the cultivation of industrial hemp in the U.S. Because of past abuses, no legislation to legalize industrial hemp had been introduced in Congress until the current session.

Congressman Ron Paul of Texas introduced the Industrial Hemp Farming Act (H.R. 1009) on February 13, 2007. H.R. 1009 would remove restrictions on the cultivation of industrial hemp by excluding industrial hemp from the definition of marijuana under the Controlled Substances Act. Under the bill, states would be granted exclusive authority in regulating the growing and processing of industrial hemp, including the authority to determine whether a plant meets H.R. 1009's definition of industrial hemp. The bill has been sent to the House Committee on Energy and Commerce, as well as the House Committee on the Judiciary, for further review. Also, some have suggested that industrial hemp be included in the 2007 farm bill. With my support, the House passed its version of the farm bill, H.R. 2419, on July 27, 2007, and sent the bill to the Senate for further consideration. H.R. 2419 does not contain any provisions on industrial hemp.

I do not support the legalization of industrial hemp. I believe that raising hemp for fiber or oil would increase the likelihood of covert production of high-Tetrahydrocannabinol marijuana plants in fields of industrial hemp, significantly complicating the Drug Enforcement Agency's surveillance and enforcement activities, and sending the wrong message to the American public concerning the government's position on drugs.

Thank you for keeping in touch with me. If I may be of assistance in the future, please do not hesitate to contact me again. I also encourage you to visit my Web site, which may be found on-line at www.Souder.House.gov.

It appears mr.Souder has forgotten that what "HE" wants is not relevant but what his constituents want IS, a common problem with many politicians.
