"Colombians" Strain

After reading these two articles http://www.articlesbase.com/gardening-articles/the-hardiness-of-marijuana-1653353.html and http://www.articlesbase.com/gardening-articles/the-hardiness-of-marijuana-1653353.html I want more information on this "Colombians" strain, for if these articles are accurate we can all grow outdoors year round? I do not know what the temperature ranges are in Mexico, but where I live the winters are mild to moderately cold, with a few days dipping in the 20s. To give you an idea a few weeks ago it was in the 20s and this entire week has been in the mid 50s to low 60s. It'd be awesome not to be restricted by the temperatures even if it meant I had to wait a month or two, I could grow a year round plant like the one described throughout most of the year instead of waiting to germ in late spring/growing through the summer...Anyway any thoughts on this matter? Thanks
