3 weeks old is a good time for nutes, its when i started using mine i think. after a while a seed uses it food store and needs nutes. depends on how big they are, maybe a few pics to identify your problem. to answer your CO2 problem, plants carry out photosynethesis to provide themselves with food. CO2 is required for this process but the addition of CO2 is not essential for one plant, but the addition of it will only help. they only need this when the light is on, when the light is off it requires oxygen as it carries out respiration like we do. there is no such thing as too much CO2 as after a while, no matter how much CO2 there is present, it stop becoming a limiting factor as the plant can only carry out photosynethesis at a certain rate depending on other factors. in other words after a while more CO2 will no longer increase the rate of growth whilst the lights are on. hope this helps
