This is like posting a picture of your engine and asking why your car won't start.

Were they rooted before placed in pots?
Water?
Feed?
What medium is in the pots?

Looks like they're in mud to me.

consider using a real grow light, like t5, hid, led even cfl for vegging.
stop mutilating your plants, dont cut any leaves
they need better soil, stop misting them, they are standing up, no need for water on leaves.
water, only when cup feels dry and light, water slowly till a few drops come out. the bottom
depending on soil charge it may be time to begin lightly feeding nutrients, organic is suggested.

they really dont look too bad , hang in there
