City water report. Also, holy PH!

Going to research them now but if someone could parse this 2016 report from the water department here to see how good or bad the water here is would appreciate it. Not sure what to look for. The 2017 report isn't listed yet but it seems they're in the process of switching from a chlorine gas system to sodium hyperchlorite so maybe that's why.

Also tested the PH a few times today with a cheap aquarium kit.. seems a bit excessive.
