I settled on an open design because it makes ventilation easier, but I did cut passive vent holes in the base in case I want to add a door later on.

The interior grow area is 26"x26"x48" built on a thick base with caster wheels. I was going to build a raised box 18"-24" off the floor but I think this gives me more flexibility as far as moving and hiding the box in case I have repairmen over.

Here are the materials... (some of this I already had, but here are the prices anyway)
2x6 for the base, 2 sheets of plywood ($30), 3x 2x2x8' ($5), 1x 4x10' roll of mylar ($15), contact cement ($8 ), angle brackets ($5), 1 1/2" deck screws ($7), 4x caster wheels ($12)

Sorry for the partial/nonexistent build specs, I did this in my head on the fly but if anybody has any specific questions, I'd be happy to answer them.

I used a can of pvc cement to trace the holes 2 1/2", cut them out with a jigsaw (eyeballed).
