Most definately overkill. Get a 250w light.
You may also want to consider 1 plant unless you want to do a whole bunch of trimming during your grow.
A 4" can fan or similar should probably suffice.
Also, don't mean to be downer, but I can't see 5' of vert space possibly being enough.

I have done a grow in a 2.5x2.5 and it was perfect for a 250w. I was able to put the light 6-8 inches from the tops of my colas. You may want to LST but if you get a 400w you run the risk of running out of vertical space because they need to be further away from the plant tops, also its more heat.

400 is hardly a risk, it's a recipe for disaster. Besides making the room uber hot, hes gonna burn the crap out of his plants.
I can't believe you were able to get your 250 6-8 inches from the tops. Mine has to be at least 12in, preferably 18 or I start burning.
