cfls with 600 watt hps veg set up

Hello all
This is my first post on rollitup. Any way down to business. I have 2 rooms one veg one for flower. Due to some bad luck I now Have a hole in my roof so my flower room will have to be my veg room and my smaller veg cab will have to be my flower.

I have to keep the temps down in the new veg because the busted roof. So what lights should I use I have 3 600s 1 400 and cfls. All are output ajustable

The flower will only Have 400 or 600 hps and or cfls

400w = veg
CFL = clones

Thanks vertical. That is Pretty much along the lines I was thinking. I live VERY close to a military base so my main concern would be stealth. Atm the 1000w total would not be enough for big brother to look twice, but the 2600w I had been using could raise an eye brow.
