CFLs. 23-26w mini bulbs hotter than 42-45w bulbs or is it the color temperature?

Hi,

I find the smaller (1/2 wattage mini spiral) bulbs allot warmer to the touch than the larger 45W 4100k's. Is this a result of the color temperature, the technology of the bulb, the smaller wattage or the fact that its a 'mini spiral'?

Any ideas?

I haven't tried any different manufacturer or color temperature on the mini spirals.
