Yes HID are by far the best.
Only problems you may run into with HID is heat, especially with MH bulbs.

I'm currently using HID's only, but in the past have used both depending on the stage i was in.

If you got the money, get yourself a Blue Spectrum 250W CFL for the first week or so, then you can hit it with a 400W MH for the remainder of your vegging time.
Then use a Dual Spectrum HPS for Early-Mid flower, as they like a bit of Blue for the first week or two (HPS runs a little bit cooler than MH, so you can ramp it up to a 600W), and finish them off with a 600W HPS.
For this you should get yourself a Dimmable Ballast... best purchase I've made in a long while.

Also, the most efficient Lumen/Watt lights are the 600W HPS.
Good luck getting your garden sorted!

'Best' is relative..

How much space, how much work and more importantly, how much do you want/need. (not everyone needs a pound a harvest).

There are times CFL will out surpass HID and vice versa, depending on your growing environment/needs and stealth (assuming).
