I know its a long shot but I'm thinking aphids? I see no damage to the leaves. I just pluck them off with tweezers. Considering using neem. Seeing that these leaves will never be smoked and the plant is so young. The crap will wash off by the flowering stage ?

Yep! Aphids!
Ladybugs do not work well when released in outdoor gardens as they seldom stay where they are released...
get out the NEEM...

I was thinking about lady bugs. Yet , your point is true. I would have to build an enclosure to trap the ladies in there. I might just tent it once the plant begins to flower (if I don't have a male). Thinking I'm gonna neem the leaves. Keeping it out of the soil.
