That's probly fucked... jiffy pots suck. I've wasted many a seedling with those; they dry out too fast. Try popping seeds directly into starter soil in a solo cup or similar vessel. I like recycled activia yogurt cups with holes poked in it. Place a ziplock bag over the top to retain moisture until they sprout. A seed mat helps too. 50/50 soil / coco is good starter mix. I think it can. Like stated repot it. Leave the green top exposed. Don’t overwater. Should be good. Might not but what do you have to lose? Save the spare bean. They are hard to come by for some of us.

I think she is toast buddy. Looks like damping off to me, aka stem root as in a fungal disease. You can try burying it but that stem looks like it is fucked and will just continue to die off.

Transplant it a cover up most of that stem and... if he dies, he dies.
