If you have the HLG 240H C1400B, dimming shouldn't be a problem. You can't dim with the A version. Please correct me if I am wrong experts as I am only learning from threads from this forum.

If this driver can run 5 cobs I think 5 cxb3590 36v running at 1.4 amp will be good for a 6.66 sqf area. That should put out about 143 par watts meaning 21.4 par watts per square foot. From my understanding this is the goal (20 par per foot squared) for flower. Dim it down 50% for veg to get to around 10 PAR/SQF. Please interrupt me if I'm wrong.
