using 2 23 watt vegi Cfl and one flower 65 watt cfl = to 500 watts(6800 lums) , Flat White Paint

Well a general rule is for killer bud, you want around 7k lumens per sq foot.
3k-4k lumens per sq foot will work for an ok harvest.
hps averaging 100-105 lumens per watt
cfls being around 60-65 lumens per watt.
mh bulbs being around 90 lumens per watt
Direct sunlight is around 10k lumens per sq foot if you want to try to get up to that.

Calculating your rooms sq footage you just multiple L*W

With those dimensions you can probably pull it off with a 400w MH bulb for vegging, and 400w hps for flower.

For those dimensions you want to try to get at least 32,000 lumens, that's around 4000 lumens per sq foot, which can give you a decent harvest.

for flowering you don't want to use CFLs for flower unless you have a small autoflowering strain. This is because a few CFL bulbs will not be able to cover a flowering plant, since CFL bulbs need to be 2-4 inches from the leaves to work.

While HPS and MH bulbs are much more penetrating than CFLs. The ballast will cost you some, but the bulbs are much cheaper.
 
ive seen a t5 bud room but over all ur paying way more for all the light fixtures and bulbs i would suggest makeing it a little taller and using 2 250s or a 400 .
