It sounds like just LP, doesn't even say anything about recreational or craft growers. Medical growers are suggested to have security measures but it's not required.

The vault security, and minor video changes knock $100+k off startup costs for micros.

They’re doing just that right now. ShiTweed buys weed from all types of other LP’s. There’s LP’s out there with that sole purpose to supply other LP’s and not the public.

This is not how I’ve interpreted any of the literature...

As I understand there will be micro cultivation license and micro processing licenses (it appears you can obtain both). Micro cultivators sell to microprocessors who are able to test and package for sale. M

I believe LPs become de-facto processors also so they will be an easy route for micro cultivators to unload their harvest.
