blue cheese 3 weeks into flower HELP???????????

Hi guys im growing 4 barneys farm blue cheese in a 1.2m x 1.2m x 2.0m tent under a 600w hps.
Im using biobizz nutes at 1/4 strength ie 1ml per 2 litres of water.
They dont look that big yet and i was wondering if i should be seeing substantial buds and/or budsites?
This is my first grow so dont know how they should be looking,i topped once during veg and the 2 top colas on each plant are looking ok i think but theres not that many other budsites yet.
I vegged for 4 weeks and ive only just started giving them the biobloom and topmax as i ran out of cash.
Could that be the reason they are not that big yet?

throw some pics up. it can be two weeks before you even show pistils, so it may be cool.
