does the number of blue lumons in veg have to be the same as the red lumons in flower?? and when in flower is it good to have 1/4 blue L as red?

There isn't a mixed spectrum rule per se but, at a minimum, I would venture a guess that a 2:1 ratio would be effective. Others would say 3:1. Just keep the spectrum geared towards blue in veg and red in flower and all will be well.

so like 6000L blue in veg and 4000L red + 2000L blue in flower?

the plant getting a constant 6000L throught the grow is good?

It would be best to mimic the growing season so start with 2000 lumens and work up from there. Seedlings only need 500-1000 lumens to get growing.

The 2:1 ratio of red to blue will work well for you. The added blue will help keep the "stretch" phase to a minimum.
