Black Spots & Plants Growth Stalled

Hey folks! So I have a question about my little seedling but first the background info. I am doing a small bucket grow because of my limited space. I am running four (4) Phillips 24w CFLs, which currently stand about a foot (maybe a bit more) away from the potting mix/seedling (This would be a bit of a challenge to lower). The potting mix is a "premium" (it has N, P and, K in it) potting mix from Bunnings (local hardware/general gardening store in Australia) and I've added about twenty (20) per cent perlite to it. I run two 120mm PC fans (one for intake, one for exhaust).

For the first few days, the seedling grew fine, it developed its first set of serrated leaves, since then, almost nothing, if anything. The colouration of the leaves, as far as I can tell, are fine. However, I think black spots may be emerging, but I am not sure at all. I think a general, broad fungicide might mix it - thoughts? I definitely need to get my humidity under control, I think it's too high (mid to high 80s) but the temperature is not that high at all (lows 60.8°F/16°C, highs 68°F/20°C) as it is autumn heading into winter here.

I still water every day, being careful not to overwater as can happen when you plant a seed in a large pot (I won't do that again). It seems to intake fine, the leaves don't look "droopy." From everything I have read as to what could be the problem regarding the stalled growth, I think it may be my temperature. Given the temperatures mentioned above, I think I need to raise it. However, would that jump-start my plant? Or is it a lost cause? This is my first grow and I'm still learning a lot of things on the fly.

The seeds are ILGM White Widows, for reference.
