Best place to buy seeds in Northern California!`?

I had VERY bad results from clones from a friend! I want (NEED) clean plants and want to try seeds this time. I have no idea where to get the best seeds and best prices.

Is there any chance of not getting the seeds because they come from another country? I worry about the customs intercepting them.
