Beginning of bud rot?

The leaves on my lower buds look strange to me. Could this be bud rot?

I see some dead leaves, but I don't see bud rot. However, this being a potentially hazardous situation, you should get further review before deciding, as I am colour blind. Normally that's irrelevant, but I must point that out when the result could mean illness.
