I found it in the first Deno supplement, p.28--- he was popping weed at Penn State in 93'!

'Cannabis (Moraceae). C. saliva seeds 05 about 8 m germ. 90% in 2-4 d in 70D, 70L, or 70 GA-3. Seeds OS 18 m germ. 701)(57% on 4th d) and seeds DS 2 y germ. 700(9% on 6th d) indicating a half-life of about 20 m.'

Using the key he gives, there are still some unknowns from his notes. I believe that his notation of C. saliva is an error, and meant to be 'C. Sativa', meaning cannabis sativa. I don't know what he means by '05 about 8 m germ.'-- 8 m is 8 months. Deno notes that he achieved 90% germination rates in 2-4 days under 70deg F dark, 70 deg F light, and using GA3 at 70 deg F. Seeds stored outside germinated after 18 months, while Dry Storage periods were up to 2 years. Deno concludes this will indicate a half life of about 20 months, meaning seeds can be viable for at least 40 months. We've seen seeds can live longer than that --hopefully we can show they will be viable for much, much longer.

We will use Deno's methods for GA3, which involve dry application with no solutions or mixing. Shipment arrives Tuesday.

very rarely if ever do I stick them in the dark, only making sure they are in no direct light.

Something that has always puzzled me, is what the little green patch on a fresh cracked bean is for if we keep them in the dark? Is that a store of starch/chlorophyll for feeding or is it actually meant to perform photosynthesis until the cotyledons emerge? Admittedly I don't know.
In some plants the first photosynthesis occurs in the cotyledon, in other plants it is in the first pair of primary leaves. I'm pretty sure it doesn't happen until you have a leaf of some sort. Not sure which is the case for cannabis. The patch of green you see may be part of the radicle, or it may be part of the cotyledon itself, which is inside the body of the seed.

Thanks, fellows! I knew at the outset there was a chance they were all dead. I am planning to keep going through both lots in hope a few may still be viable. Once I reach the point where there are only a few dozen left, I may consider measures like tissue culture.

Great post, really curious how they do. Here's my advice:

Scuff them if you want, but you could damage/crack the seed.

Use the small peat plugs found in gardening stores. Put a half cap of clonex in a gallon of water from a reputable source, then soak the peat plugs until they reach field capacity. Squeeze out just a few drops so it isn't messy, put the plugs in a domed tray under some fluorescent lights. I use a pen cartridge to gently open the plug up and put the seed, point down, into the hole. Man e sure you freshen the air in the dome often, and keep plugs moist. Budget Buds makes a decent point about downside of paper towels.

try soaking till they sink,then straight to soil let them germ in the warm soil
 
This is one method I have not tried... I will give it a go, and thanks for the suggestion. A gentle and natural approach is worth trying. I have a heat mat I can use for this.
He's absolutely correct. The key is wet and warm and I have seen mold come up in other environments that were wet and cold but not when wet and warm. Most importantly, I have 100% germ. rate using the wet paper towel in a plate with a heat pad underneath.
