No, not really. Should be about 4-7 days to become a seedling like that from my experience with the Little Cheese I planted.

Not trying to hate at all. Perhaps germinating your seed in a Dixie cup of room temperature distilled water or tap water that has been allowed to sit out for 24 hours, or if you wish until a taproot appears, and planting said seed taproot side down?

I'm growin a little cheese in an aerogarden. I germinated 2 days in water and then transplanted to the aero on the 7th of this month. Measured it yesterday and it's a lil over 4" tall. I'm growin them under cfl's in the aero, but they should not take 23 days in soil. What temperature do you have it at? Low temps will cause it to take longer. Keep us up to date.

i will check my temps tomorrow, what temps are you running at? have you given them anything other than water yet?
you dont really want to feed that seedling anything yet ..wait till a few more sets of leaves.
