Ballast question

Someone gave me four 400w MH high area bay lighting.. he said they worked but I plugged them in and the ballast just hums.. how do I know if it's bad ballast, capacitor or light?

Anyone have a idea?

Hook it up to a bulb.....

I have 3 bulbs, I think they are all blowed. I put one in my 250w light and it didn't even try to eliminate. Nothing.
