Ballast hps

I am about to buy this ballast form htg and i already have the bulb. i jut want to know if the ballast is like loud, or if it will like cause a power surge when you turn it on or somethin. just wana know so i dont fuck shit up.

I bought a 400 watt system from them it has a humming noise but you dont hear it unless your in the room. It does put off a little heat so you will have to acount for that. The lights in my house do not dim when it comes on and it raised my bill $23 a month.

i thouhg that ballast was a premade one. Link me one thats premade for a 400 watt hps, ive looked all over the internet. I already have the bulb, so i dont need it
