Can't really tell the actual name of the light , the average temp is 25-26°, 55% humidity , and it's just soil with little white things ( noobie grower) .
And on the light I see
150v 6400k
220-240v 50/60Hz

This is a CFL. Just like the bulbs people have in their house lights. Can it grow? Yes. Very well? Yes. Easy? No. These lights have low intensity. They need to be within 2"-4" feom the plant at all times to get any good light. Using 1 bulb this size will not cover the entire plant. That is why it is small. If using these lights you need around 200 watts per plant and using 23 or 26 watt bulbs sperad over the entire plant. Good luck on this one and spend for a better light on the next.

What your opinion it's small , right?
Yeah, it's on the smaller side. See the two plants on the right in this picture? That's two autos at 35 days in my tent.

Edit: stupid site posted this before I was done typing. As Matty mentioned, you need more light if you want to yield anything decent off this plant. Get that light real close too. Also, you need to know what your soil is to achieve good results. The white things are perlite which is just for drainage. You need to know what's in there feeding your plants.
