are these any good to use for cuttings / seedlings

hi there im new to all this and only have 1 an a half grows under my belt and normally get my cuttings and put str8 into veg with my 600 watt lights however i have purchased some seeds and have decided to take my own cuttings and was looking on ebay for an alternative to using all that power on just cuttings and ive came across this

Sounds like a small cfl. They can work, would get a larger one though. 13w isn't much.

Fine for early clones but you will 3-4x that to veg the mother.
