are my plants under grown?

i have 1 flouro and 2 cfls on two plants will this be enough? they are 2 weeks and 1 day old are they under grown? i jus started using 24 8 16 nuets.

Any particular reason for asking the same question in two different posts? Not dissing you ... just trying to be efficient.
