Are my plants short cuz my light is too close?

I have 2 1000w hps in cool tubes and I've noticed that my ladies are quite short, about a foot tall. I have the lights about a foot away from the canopy and they are in 4th week of flowering, are they short cuz the light is too close?

oh and two 1000watt HPS? really? wow that is a lot of power and heat your putting out. must have great exaust system

They're in cooltubes so it only gets around 89f at canopy level.

if you didnt let them stretch in veg far enough then that will happen, the closer the light is the less they stretch for it, but your buds will be crazy dense from being so close just dont burn them lol.
