Are Concentrates/Tinctures covered under MMJ Laws?

Concentrates meaning food and oils? Dispensary will have plenty of them an right in the laws it says you cannot have more than 2.5oz including anything made from ect... its in diff words of course but insinuating its ok to make your stuff just stay in the limits with 2.5oz. Not sure how that covers butter an stuff but there was a bust in west warwick not to long ago complaining on how they found ton of "lollipops" so better believe they have some sort of method to weight and limits on food also.

Marijuana is defined to include "the resin extracted from any part of the plant, and every compound, manufacture, salt, derivative, mixture, or preparation of the plant, its seeds or resin"(1) I would take this to mean edibles, hash and oil were ok.
