Are 2-3 60w Fluorescent Bulbs Good For 1 Plant?

I'd really like to try this out, I'd need a grow BOX though.
I'd only grow maybe one plant to start of with since I'm just learning right now.
If i can grow one, I can most likely grow 3.

Also,
A seed in soil doesn't need light to sprout does it?
Once it sprouts thats when it needs the sun, correct?

No, just 2 or 3 flouros is not enough for the plant to thrive, you would need just a bit more, click the goin loco link in my sig to see an example of growing one plant under low light

and you are correct seedling does not need light till it pops out of the soil
 
2-3 60 ACTUAL watt CFLs would be more than enough for one plant. 2-3 60 watt COMPARABLE CFLs would be barely enough for a tiny plant.

Sprouting a seed doesn't require light, but you might as well sprout them under light so when it shoots can get going ASAP. Just depends on what germination method you prefer really.
