Arctic Permafrost For A Chiller?

Hoping some engineering minds can post some ideas on using the permafrost 12" under my feet to help build a large scale chiller for a hydroponic legal grow in Alaska.

Electricity is sky high here like everything else . Home of the $14 hamburger. Anyway large scale chillers are high dollar to buy, to ship here etc.

We can drill. We can do that. All the way up to 18" well casing. Maximum desired depth would only be 30' to avoid breaking through the permafrost to shit water.

So there it is. Maximum depth 30', ID around 16" so when it has to be pulled it's not a nightmare.
