Apical dominance is described as a stalk or stem becoming dominant over the branch growth and lowers. The main branch will stretch like the dickens while the side branches don't really move much, this is due to the auxin secretions in the apical meristem, which is constantly dividing into new cells and creating new growth. the leaf cannot mutate into a stalk and therefore could not be apically dominant.
