Anyone able to diagnose this, please?

Is this STEM ROT?

I am a beginner grower, not onto my third cycle / harvest. Recently, I expanded to include a tent just for vegetation. I was late in putting the little fan into this tent, although I have now installed it. To save electricity, I also turned down my 6" exhaust fan from High to Medium. And to make for a perfect storm of stupidity, I also cut that tent's light from 18:6 to 15:19h. (I have also fixed these last two, turning the big fan back up to High, and in fact moving to 24:0. I have tried two Facebook groups, plus looked at all the threads on this site, on the first page that returned when I searched this forum for 'stem rot'. Is it, please? If so, can I treat it by simply spraying a fungicide on it? What about rubbing Vaselin on the infected stem, to stop the air supply to the fungi? Thanks. Please see the 3 pix I uploaded just now under 'Indoor growing'.

Also, I THINK I MAY have POSSIBLY allow some fungi / spores into the soil for the affected plants. Could that have caused it? If so ...?

Need more info. temps, soil, nutes, did it start at the bottom or top of the plant to me it looks more like potash but not a 100% and ive never had mites so beer might be correct on his statement as well.
