Any states have licensed Growers?

Any states have licensed Growers? I mean growers that are licensed to grow and sell to dispensaries? I want to obtain such a license as they are saying that willb e the case in DC and i am wondering if anyone is familiar with the process.

I think NM has a state approved "grower" to supply the state run outlets.
I don't know how the process works though.
