Am I Missing Something?

I'm back on this site after a long time away, and finally gearing up for my first grow. I plan on using the diy setup (https://www.rollitup.org/do-yourself/498833-bubbleponics-made-easy-diy-bubble.html) that a user by the name of Undercover Cop submitted a few years back. This is my first grow ever, and I've been told many times that if I don't learn soil first, I will fail. Still gotta try. Any how, in the plans, I see no mention of a drip tube, so how will the rockwool and the hydroton receive water to keep the seedling moist until the roots reach then water? Is the bottom of the netpot going to be placed close enough to the surface for the splashing of the bubbles to provide enough moisture for the rockwool to soak up? I know this question probably seems dumb, but I just want my first grow to be a success, so I had to ask

he uses air pump to supply oxygen to the roots. the water in the bottom is what feeds the plant. so this is a manually watering system so you know how much water i would leave a vertical strip clear of paint so you can see. and you will have to have a spare so you can put plant in it so you can drain and fill when you need to change water. this isnt pure hydro. this is air injection period. you hve to have a ph/ec meter before you even try this. I wouldnt go this route. just my feelings. either go hydro or soil. this is neither.
love and peace

when you say he uses an air pump to oxygenate the roots, are you referring to the airstone setup at the bottom of the res? Is the PH/Ec meter to make sure the water has the proper pH level before putting it in with then plant? I really appreciate you tasking the time to sprinkle me with some knowledge. thanks, in a major way
