Am I in trouble??

Its about a week old. Feminized Autoflowering White Widow in organic soil. Lighting is 6 24w 6500k T5 fluorescents with 2 other pots next to it.. The other 2 are doing fine and have acutally sprouted and about 4 inches tall but this one seems to be struggling? or could it just be a late bloomer? if theres anything i could do to help this sucker what would it be? thanks in advance

The brown is actually like a skin and when that falls off the cotyledons will open
