Its like a fast food franchise, the Vatican is headquarters central and all the franchisee's have to funnel up a set percent of income to the home office; you know, buy the brand and follow the rules HQ sets forth. However, it doesn't work in reverse....for instance, say a McD employee diddles a kid at your local Mickys, McD Hq can't be sued or prosecuted because the offense was done by a local franchisee and HQ wouldn't give money for the defense fund
