The law covers it all. Great idea.
This is the legal definition http://www.drugscience.org/LAW/LAW_MJD.html The term ``marihuana'' means all parts of the plant Cannabis sativa L., whether growing or not; the seeds thereof; the resin extracted from any part of such plant; and every compound, manufacture, salt, derivative, mixture, or preparation of such plant, its seeds or resin. Such term does not include the mature stalks of such plant, fiber produced from such stalks, oil or cake made from the seeds of such plant, any other compound, manufacture, salt, derivative, mixture, or preparation of such mature stalks (except the resin extracted therefrom), fiber, oil, or cake, or the sterilized seed of such plant which is incapable of germination. 21 USC 802(d) (16) http://www.law.cornell.edu/uscode/text/21/802 (16) The term “marihuana” means all parts of the plant Cannabis sativa L., whether growing or not; the seeds thereof; the resin extracted from any part of such plant; and every compound, manufacture, salt, derivative, mixture, or preparation of such plant, its seeds or resin. Several sources say the same thing. Just sativa. No mention of indica at all. ruteralis is not mentioned either.

It goes to the botanical name(s) for the plant. They are all of the genus "cannabis," the species "sativa", followed by one of the three sub specie names, ergo:

genus / species / sub species
cannabis sativa sativa
cannabis sativa indica
cannabis sativa ruderalis
