after the wet paper towel?

So I got my seeds in a wet paper towel after they crack open I'm going to put them in my rockwool cubes in my DWC the question is do I soak the cubes first?

Make sure the rockwool is thoroughly wet, no real soaking required. Also i cant really explain why but i have had better sucess with root growth with tap water over RO water.

RO filters out all dissolved solids even the good ones seed sprouts need the trace minerals that are in tap water
