About Growing Height

I want to start a couple off indoors But i want them to be small, smokable but small, for looks mostly, haha.

So I was wondering if I kept the lights low on them and kept them at 8/16 for 3-4 weeks then to 12/12 is there a way I can keep the plants like.... Miniture?
I want them to bud but i dont want them huge, I know most of y'all probably go for the opposite, but they are free probably shit seeds but I want to expierament.

I have 2 cfl 20 watt lights, they output 1300 lumens each or something like that.

you could try putting them straight into a 12/12 cycle as soon as they've sprouted,i tried it,showed sex in less than 2 weeks and never got over 12" tall and that was under 400w hps so i'd imagine it'd be smaller had i used cfl

Put in 12/12 at 4 nodes. Don't transplant in a large pot.You still can use 4 cfls. Might get about 18"
