The growers THOUGHT they had jumped through all the bureaucratic hoops and were complying with the law, but SURPRISE! The NIMBY bureaucrats found excuses to try to seize the plants. Looks like the growers might "get lucky" and be allowed to remove the plants, rather than county officials ripping them out of the ground.
