y do some buds have seeds and some dont? any one? i would greatly apprieciate it.

Because someone didn't remove all the males or hermies and some male pollen got on the female.

either the grower didn't give a shit, it was grown very poorly outdoors without proper removal of males, or it is commercial weed from mexico where they let the males grow with them which is the most likely case

Swag is nothingmore than black market street slang - in the growing world the word swag does not apply. Cannabis plants are male & female. Males produce little pods with pollen & females produce what we like-flowers or buds. If a male is allowed to pollinate a female she will by nature do her job and produce seeds. If she is kept in isolation away from pollination she will become aggrevated if you will and put out these little hairs(stipules) trying to catch pollen. She also will grow her flowers(buds) larger with many false seed pods, lots of resin, & more potency as she dosen't expend the extra energy making seeds. This type of flower or bud is known as Sinsemilla(without seed) commonly known on the streets as nuggs, hydro, kill, etc. There are also some plants that are hermaphrodites that actually produce both male & female features on a single plant which leads to self-pollination.

The pollinated female will produce buds full of seeds. You would commonly refer to this as swag because her buds will not be as potent due to the fact she's using so much energy to produce offspring(seeds). You can still get smoke though. Hope that clears it up.
