400W HPS Ballast Problem/Question

So I moved into a new place, found some gear in the basement.

2x 400 watt ballasts

The first one works just fine

But the second one is really dim and the light looks completely different from the same bulb in the first ballast. I have tried three different bulbs in both ballasts with the same results.

So whats up with the ballast? It puts out less light than my two tube florescent.

They don't last forever maybe it is just finished not sure if you could replace anything like the cap but lucky to get 1 out of it!!!

Yeah, I was wondering if it might be a write-off. I don't know if it would be possible to fix something like that. Maybe replace a part?

Also, what is this, is this a ballast, because there is a 250 watt MH bulb with a batwing type reflector with attached power cord ending in two bare wires

yes it is a janky ass ballast

if the bulb is dim it is bad ballast sorry
u an get a multi meter and check the bulb socket and report back on what it reads should be 300 something
