4.5 weeks from sprout, 2" growth, now dead. Help!

Hello fellow tokers, this is my first small cab grow op and I'm having some major problems. I could really use some help as I'm pretty confused and discouraged by my first attempt.

After germinating 10 seeds and planting them, over the next 4.5 weeks the seedlings never grew past 1.5" or 2" high. They developed their first true leaves around the second week and then around the third week the cotyledon first turned yellow, then the leaves started turning yellow, then brown. Now at 4.5 weeks the little plants are all basically dead.

Here's my setup:

Seeds
I was sold these seeds by a small op grower who collected them from his grow over a span of a few years. He said the original seeds (I don't know how many generations removed these seeds are) were Mr. Nice x NL and purchased from a seed bank.

Cabinet
I had this cab custom built to fit my living quarters. I painted it with a strong smelling oil-based flat white paint. In the upper corner I have a powerful 4.5" computer fan exhausting out. At the bottom, along the back (as you can see in the pic), I drilled 5 intake holes.

Lighting
I'm using a ProSource LED 90w Illuminator. I kept the light at (what appears to be) the manufacturer's recommended distance of 24", but moved it to 18" for a while when I noticed that the plants weren't really growing to see if a lack of light was the factor. The plants never appeared to be stretching, but it was when I moved the light closer that I noticed the leaves turning yellow.

Soil
I'm using a planting soil with 10% perlite and organic nutes bought from a shop. Unfortunately, based on my location I don't have access to well-known soil brands and don't know any other specifics of the soil I have. I also ordered an electronic pH tester, but discovered it was only for liquids, so I can't currently test the pH. Doh!

Water
I've been careful to not over-water these guys. I've used bottled water because I don't know for sure what's in the tap water here and it's not recommended to drink it. The LED doesn't generate much heat, so I've been watering between 5-7 days, based on checking for dryness an inch down and watering when I feel no moisture there. I'm getting a boner looking at what I just wrote…

Air
I’ve got a hygrometer and the humidity usually stays around 50% while the temperature has stayed fairly consistent between 75˚–78˚. However, I put these seedlings in right after I had just painted with that smelliness and have a strong suspicion that even though the air was always circulating, some remaining fumes might have really hurt these fellas.

At this point I’m totally stumped and think the problem could lie in either a) the initial paint fumes, b) light intensity, or c) malnourishment (the bottled water?). However, I have no fucking clue and would love some experienced insight so I don’t repeat this disaster or quit this game having never really played.

Ahhh, so unfertilized soil is an absolute necessity at the earliest stages of growth? I searched for it here a little with no luck before buying the soil I have now. At what stage of growth can fertilized soil be used? Or should I just start adding nutes at a certain point to the unfertilized soil? Thanks for the reply.
