Not a bad deal. Plenty of cheap CXA/Bs in that Kelvin range to be found, 1816s, 2530s, etc. You can build something much more efficient, but if you're just wanting a cheap veg light go for it. I would probably want 2-3 for a 1x4.

I'll check out some of those on Digitey. I don't mind building it, but I wonder how much extra it will cost with all parts said and done.

90$ for veg lighting isn't that bad - is that the same lm/w as a t5ho? 100 lm/w?

T5s start out at around 90 LPW, so a little better.

LPC-100-500 powering 4 of these:

Or LPF-90 if you don't mind wiring it up in parallel.

This would end up being about 100$.

Would these be the biggest cobs that would be appropriate for a 1x4 for vegging? It was mentioned that 4 cxb3590 would be too much in a 1x4 even for flowering.

4 CXB3590 at .7 amps would be perfect in a 1x4 for flowering. Whether you want to spend that much is up to you.

4 CXB3590 at .5 amps would be a really nice low wattage (and expensive) veg lamp. Even at .35 amps would be plenty strong.

Check the COB efficiency spreadsheet thread for more ideas with CXB3070, but yea $100 using the 1816s would be a pretty sweet setup. Not the most efficient compared to the bigger cobs, but about 35% more efficient than the ones you're looking at buying for about the same price.
